办理程序： 收养关系当事人办理收养登记时，应当填写外国人来华收养子女登记申请书并提交收养协议，同时提供下列材料：
(一)中国收养组织发出的来华收养子女通知书（原件）；
(二)收养人的护照和收养人与被收养人合影照片；
(三)收养人一方因故不能到场的，应出具书面委托书。
办理时限： 自收到全部有效材料后，7日内办理完毕。

Procedures: When parties related to the adoption apply for registration of adoption, the Application Form of Foreigners Visiting China for Adopting Chinese Children shall be filled out and submitted with the Agreement of Adopting and the documents listed.
1. Notice of Coming to China for Adoption issued by Chinese Organizations Concerning Adoption (original)
2. The passport of adopter and the group photo of adopter and adoptee
3. Given one party could not present on the scene due to some reasons, the written Letter of Entrustment shall be submitted.
Commitment Concerning the Registration: The registrations shall be done within 7 days from the date when all effective documents are received.
